FARGO HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF FARGO MINUTES OF THE REGULAR MEETING

JANUARY 8th, 2019

The regular meeting of the Board of Commissioners for the Housing and Redevelopment Authority of the City of Fargo, North Dakota was held on January 8th, 2019, at 1 :30 PM in the Main Conference Room, 325 Broadway, North Dakota.

CONSENT AGENDA

BE IT RESOLVED, the FHRA December 2018 minutes are approved unanimously.

MINUTES

BE IT RESOLVED, the FHRA January 2019 Consent Agenda is approved unanimously.

ADDITIONS TO AGENDA
None

REPORTS

Financials
Tracy Lunak reviewed the financials as submitted. She will present a 2019 budget at the February meeting. Moving forward, the budget will be reviewed on a quarterly basis.

Capital Projects
Steve Eickhoff reviewed his report as submitted. Capital remodels continue to be underway for scattered sites. Work on RAD continues, and work in common areas and offices has also started. The New Horizons project general contractor has finished work on all stacks. Offices at Lashkowtiz have been updated for increased security.

Deputy Director
Jill Elliott reviewed her report as submitted. The Resident Advisory Board met to vote on changes to Admin and ACOP. Bright Sky is fully leased-up and met all targets for compliance. New Horizons also met all year­end compliance deadlines.

OLD BUSINESS

Lashkowitz High Rise update
Jason Casterline is preparing to perform an audit studying the impact of redevelopment on the COCC. FHRA continues to meet with the city and materials are being compiled to present to the city for a review.

New Horizon update
All compliance deadlines for New Horizons were met. Construction crews are working on the last two stacks. Tenants are returning to units, and all units are completed and occupied. Remaining construction (mostly external) will continue into the first half of 2019.

Property Sales update
Two single-standing and one duplex non-mission-oriented properties are for sale. FHRA sold one property, 3102 Dakota Park Circle. A fourth building was recently listed for sale.

2019 rents
FHRA will complete an analysis and do a discussion of raising rents for 2019.

Commissioner training
FHRA will review the NAHRO record of commissioner training to determine opportunities for commissioner training in the 2019 calendar year.

Strategic planning
It is an objective to hold a commissioner retreat and subsequently move toward a strategic planning process in the 2019 calendar year.

NEW BUSINESS

Pension plan including employee {after-tax) contributions no longer permitted.

BE IT RESOLVED, that the Fargo Housing and Redevelopment Authority pension plan is amended, (as reflected in Amendment Number 002), effective January 1, 2019, that Employee (after-tax) contributions are no longer permitted.

The next meeting is scheduled for February 12th, 2019, at 1:30 PM.
