2A – Issuance of Class W License: Sunrose Nails & Day Spa
Applicant: Sunrose Nails and Day Spa, 4101 13th Ave S
Presented by: Angie Bear
Class W = wine only license; includes bar; no food requirement
• Applicant previously held a similar license without issues
• Background check: No concerns
Board Discussion:
• Concerns expressed regarding increasing number of “non traditional” license requests (salons, barbershops)
• Member noted lack of clear city policy and raised issues around:
o Alcohol being given away for free in similar establishments
o Cleaning/sanitation protocols for glassware
o Enforcement challenges and compliance checks
o Tax implications of serving alcohol for free
• Angie confirmed:
o Server training is required
o Special event permits required if serving during events
o Serving free alcohol without a license is not permissible

• Teddy’s intends to move into Suite 4
• Manager changed to Ramone Sosa; background checks pending final police chief approval

• Explained layout of Suite 4 and Suite 5
• Seller 624 hosts private events and wine tastings
• Suites have separate entrances

4. Police Department Monthly Report
Presenter: Lieutenant Nick Kjonaas
• 10 incidents reported during the period
o 6 required written reports
o 4 did not (no criminal findings or proactive police stops)
• 8 of 10 incidents involved cooperative management
• 4 employee initiated calls; 6 citizen initiated
• One delayed report assault (not included in written report) is under investigation
• Warmer weather correlated with slight uptick in incidents

• Officers reminded to complete liquor establishment forms even when reports originate off site (e.g., hospital)
Commission Comments:
• Appreciation expressed for police work and service to community
