Arts and Culture Commission - April 21, 2021 Minutes

The Regular Meeting of the Arts and Culture Commission of the City of Fargo, North Dakota, was held in the Commission Chambers at City Hall at 5:00 p.m., Wednesday, April 21, 2021.

The Arts and Culture Commissioners present or absent were as follows:

Present: Deb Williams, Tracy Jordre, Jon Offutt, Tracy Walvatne, Monika Browne-Ecker, Ann Arbor Miller, Brad Bachmeier

Absent: Denise Kolpack, Joe Williams,

Chair D. Williams called the meeting to order and welcomed Members to the meeting.

Item 1: Order of Agenda
Member Bachmeier moved to approve the Order of Agenda. Second by Member Browne-Ecker. All Members present voted aye and the motion was declared carried.

Item 2: Minutes: Regular Meeting of February 17, 2021
Member Jordre moved the Minutes of the February 17, 2021 Arts and Culture Commission meeting be approved. Second by Member Bachmeier. All Members present voted aye and the motion was declared carried.

Item 3: Public Art Beyond Downtown (DCP, BID & TAP)
Chris Schlepp of the Business Improvement District presented an overview of the Public Art Beyond Downtown project, which would create an online catalog of artwork that citizens could use to wrap traffic signal boxes and benches outside of the Downtown area. Discussion was held regarding how artwork was selected and how frequently new art pieces would be added to the online catalog.

Member Bachmeier moved to recommend approval of the art proposed by the DCP, BID and TAP for the Public Art Beyond Downtown program. Second by Member Jordre. All Members present voted aye and the motion was declared carried.

Item 4: Staff Updates
Planning Coordinator Maegin Elshaug provided an update on the Core Neighborhoods Plan and Land Development Code Diagnostic, which are tentatively scheduled for the May 17th City Commission meeting. Ms. Elshaug also informed the Arts and Culture Commission that the Spirit of the Sandbagger sculpture was accepted as a gift at the April 19th City Commission meeting.

Item 5: Subcommittee Updates and Reports
The subcommittee chairs provided the following updates:
a. Capacity Building subcommittee: No update.
b. Neighborhood subcommittee: Chair D. Williams stated that the Neighborhood subcommittee is interested in creating a grant program that would provide funds for community members who are interested in the Public Art Beyond Downtown program.
c. Development subcommittee: Member Jordre provided an update of the existing communication channels available to the Arts and Culture Commission.

Planning and Development Director Nicole Crutchfield reviewed the goal of the subcommittee work as a means of creating a department work plan that would be adopted by the City Commission.

Item 6: Public Comment
Christopher Cohen provided virtual public comment regarding the design and selection of art on the 7th Avenue North water tower.

Item 7: Other Business
a. The next regularly scheduled meeting is May 19, 2021.
