Special Assessment Commission Meeting Minutes

The meeting was called to order at 8:30 AM with all Special Assessment Commissioners in attendance.

Reviewed New Projects:
A. BN-25-E New Paving & Utility Construction-Selkirk Third Addition
B. BR-25-G Paving & Utility Rehab/Reconstruction-8th Street N from NP Ave to 1 Ave

The Commission continued discussion on how to determine the benefit to a property for various types of improvements. Commissioners explored the value of both tangible and intangible benefits related to different types of infrastructure, including:

• Street Lighting
• Structures
• Railroad Crossing Improvements
• Shared Use Paths
• Special Trails
• Pedestrian Cross Walk & other Safety
• Traffic Calming
• Traffic Signal

The Commission further discussed how to calculate the value of these benefits, considering both tangible and intangible aspects. The Commission decided to establish a benefit amount to a typical lot size of 80' x 150' which then could be used to determine a front and square foot benefit amount that could be used for the calculation of benefit for all lots.
The amount of benefit determined by the commission for a typical lot size of 80’ x 150’ was as follows:

• Street Lighting - $126,200
• Structures - $2,237,769.60
• Railroad Crossing Improvements - $2,237,769.60
• Shared Use Paths - $17,500
• Special Trails - $17,500
• Pedestrian Cross Walk & other Safety - $465,000
• Traffic Calming - $465,000
• Traffic Signal - $475,250

Further benefit discussion will be held during the next scheduled meeting.
