City of Fargo Staff Present: Doug Durgin, Linda Stewart, Tom Knakmuhs, Steve Sprague, Susan Thompson, Nancy Morris, Michelle Turnberg, City Commissioner
Chairman Steve Bladholm called the hearing to order at 9:00 AM.
Chairman Bladholm introduced the Special Assessment Commissioners and City of Fargo staff, and he gave a brief description of the hearing procedures.
PR-24-A, Concrete Paving Rehab/Lane Widening – 45th Street S and 32nd Avenue S
Ben Enney, store manager of Comfort King at 4523 23 Avenue S, addressed the commission regarding the project. Mr. Enney’s concern was the revenue lost during construction.
Doug Durgin, the Special Assessment Coordinator, explained that the City of Fargo's infrastructure policy permits 50% of the paving reconstruction capped cost to be assessed to the properties that benefit from the improvements, while the remaining costs are funded through other sources. Mr. Durgin also noted that the City of Fargo recognizes that businesses are affected during construction.
Mr. Enney indicated that Comfort King’s owner would like his concerns to be forwarded as a protest to the City Commission hearing on September 29, 2024.
PR-24-F, Asphalt Mill & Overlay – 8 Sections
Tina Vetter McDonald, 1026 Broadway N, addressed the commission regarding the project. She was wondering if this was another new assessment or if it was for work completed the previous year.
Mr. Durgin confirmed that it was for the previous year’s mill and overlay project.
Ms. McDonald was satisfied with the explanation and did not wish to be listed as a protest.
On a motion by Dylan Dunn, seconded by Randy Engelstad, the hearing was adjourned at 9:12 AM.
